Taiwan High Speed Rail is built by the Government to upgrade the railway transportation service quality in Western Taiwan, to shorten the travel time between the south and the north, to prosper local development, to reduce the difference between urban and rural areas, and to increase economical benefit. By providing a high-speed, safe, on-time, comfortable and high-quality traveler transportation service, HSR can expand the living activity space for nationals, promote social economical activity level, and inspire local development potential, in order to upgrade the quality of traffic.
Coordinating with HSR construction project, the Government proposed five HSR Station District Plans in Taoyuan, Hsinchu, Taichung, Chiayi, Tainan Stations along HSR. Through urban planning process, the future development of the Station Districts is reasonably planned. With proper infrastructure facilities and appropriate land usage zoning, the station districts will become new multiple town centers good for commercial, residential and recreation activities.
To achieve the above objectives, the Government obtained the land with relatively munificent land acquisition measures, transacted each public project planning and designing, and completed the public projects in the station districts in coordination with the building and operation schedule of HSR Stations. Therefore, resident population and industries are attracted, local development and commercial activities are motivated, and the surrounding areas are prospered.
Ministry of the Interior is in charge of the planning and designing for five HSR Station District land acquisition public projects. The projects are divided as civil, electrical and mechanical works, and landscape tenders. They are out-sourced and supervised by Land Readjustment Engineering Bureau, Ministry of the Interior.
