Urban Planning is meant to improve substantial urban constructions, to increase urban residents¡¦ social public interests, and to outline the blueprint of future urban development. Drawing up Urban Planning is based on topographic maps, and piling Urban Planning Stakes is the basis for implementing Urban Planning. From 1988 to May 2009, the Bureau conducted and finished topographic maps for 83 districts, with square measure of 16237.14 ha. Since 1974, piling stakes had been conducted and finished for 1560 districts as of
December 2009; the number of stakes amounted to 509,454.
