I. Project origin:
The old garbage system in Chiayi City was placed in the water area of Bazhang River, which not only affected the water quality and flood discharge of Bazhang River, but also hindered the observation and environmental sanitation of the neighboring areas. Therefore, since 1989, the Chiayi City Government has actively planned the land for garbage disposal. However, as the design of the garbage disposal site was disapproved by the people, the delay in the project has not been resolved.
In view of the difficulties encountered in acquiring the land for the waste disposal site, the Chiayi City Government changed its land acquisition method to zone expropriation in 1995. In order to resolve the opposition and resistance from local landowners and residents, and to dispose of the waste at six locations on the edge of Chiayi City, the selection of the sites was completed in 1996. The result is that the most feasible site is the eastern section (Hu-Dong Section) in the urban planning area of Huzinei, and the environmental impact assessment of the site has been completed.
Due to the high environmental awareness and the high price of land, it is unfair to obtain the land based on the sacrifice of the land owners' rights and interests if the general expropriation method is adopted, and it will inevitably lead to public resistance. In order to take into account the concept for fairness and reduce obstacles to land acquisition, the neighboring areas will also be included in the scope of the project and developed based on section expropriation. In addition to the land for garbage disposal sites and public facilities such as roads and parks, it can also provide urban development land to meet the needs of the future urban development.
II. Project scope:
The Zone Expropriation around Huzinei Section, Chiayi City is located on the south side of Chiayi City, and it is bounded by Wufeng South Road in the east, Xinmin Road Minsheng Community in the west, Bazhang River area in the south, and Xing'an Elementary School in the north.
III. Area: 193.49 hectares.
