I. Project origin:
The land for Taichung Sugar Factory is originally known as the large-scale shopping center in Taichung City's urban planning project. After the Taiwan Sugar Corporation stopped making sugar in 1990. In 1997, Chinatown Co., Ltd. as commissioned to develop the large-scale shopping center. In March of 2001, due to work stoppage for some reason, the project area remained idle for more than 10 years. In order to integrate land resources for further utilization and promote balanced development of the city, the Taichung City Government decides to conduct a comprehensive review of the project based on Urban Planning Law, so as to create a new community with perfect living functions for residence, business and leisure through overall planning and development.
II. Project scope:
The base of this area is located at Taichung Railway Station (Rear Station). It is bounded by Fuxing East Road in the north, surrounding area of Leye Elementary School in the east, Jiancheng Road in the south, and 10M-400 Planned Road in the west.
III. Area: about 22.25 hectares.
IV. Project host: Bureau of Land Administration, Taichung City Government.
V. Project management organization: Land Consolidation Engineering Bureau, Ministry of the Interior.
VI. Project content: The acquisition project for this section is divided in two: civil engineering and landscaping, which are described as follows:
(I) Civil engineering:
1. Road works: 5. Length: about 1,945 meters.
2. Drainage project: The RCP pipe for the rain sewer is about 2,316 meters long, while the road side ditch is about 2,770 meters long.
3. Lighting project: 180 street lamps.
4. Water supply project: DI straight pipe with a length of about 799 meters.
5. Sewage pipeline project: The length of the sewage pipe is about 1,704 meters.
6. Common pipeline project: The length of the box culvert is about 2,259 meters.

(II) Landscaping:
1. Landscaping project: The masonry revetment is about 1,417 meters long, the bentonite blanket is 8,472 m2, and the wooden platform is 180 m2.
2. Planting project: 3,507 arbors and shrubs, 75,697 aquatic plants and a ground cover with an area of 8,225 m2.
3. Lighting project: 19 landscaping lights.
4. Sprinkler irrigation project: 1 set of sprinkler irrigation system. The length of the sprinkler irrigation line is about 1,160 meters.
