I. Origin of Project:
In order to improve the prolonged, closed and under-utilized situation in Feng-Yuan Army quarters within the scope of urban planning; the situation has hindered the overall urban development of Feng Yuan and caused issues in urban activities and discontinuities in landscaping. Also, for facilitating more developments in the Feng Yuan area, planning of this project and zone expropriation have started after ensuring the Ministry of National Defense’s willingness to release the land. II. Scope:
The site situates at She-Pi Neighborhood in Feng Yuan District, Taichung City; it starts from Lane 681 of Zhong-Cheng Road and its eastside residential area on the east and expands to the west to Feng-Yuan Boulevard, bordering on the south with Irrigation Association and reaching Zhong-Zheng Road on the north.

VI. Project Contents: This expropriation project consists of 3 contracts namely Preliminary Fence and Demolition, Tree Transplantation and Civil Works, as described below:
(I) Preliminary Fence and Demolition Work:
1. Fence work: includes Fixed type 2.4m construction fence (TYPE-A) 216m, Fixed type 2.4m construction fence (TYPE-B) 364m, 2.4m portable (full blockage) construction fence 640m, and portable (semi-blockage) construction fence 100m.
2. Demolition Work: demolition of Reinforced Brick Structure, 9,002m3; demolition of Brick Structure, 1,493m3; demolition of Structure (structure other than buildings, the concrete part); 1 lot of other demolition (includes worksite removal, building removal, woodwork removal); 5cm asphalt concrete pavement scratch, 11,215m2; waste earth treatment 15,162m3; construction waste disposal 1,049m3; toxic chemical treatment 26T; worksite demolition and recycle screening 16,211m3.
3. Commencement date and completion date of construction:
(1) Commencement Date: August 25th 2017
(2) Completion Date: March 30th 2018
(II) Tree Transplantation:
1. Tree Transplantation, planting and curing: 129 trees transplanted, 2,432 shrubs planted; sodding of carpet-grass total 3.188m2.
2. Irrigation system: 2 irrigation systems.
3. Walkway and Lighting: Walkway Pavement totals 113m2; seats 3sets; LED lights 8 sets.
4. Commencement date and completion date of construction:
(1) Commencement Date: February 10th 2018
(2) Completion Date: October 17th 2018
(III) Civil Work Contract:
1. Land leveling and earthwork: Earth removal and excavation totaled 34,813m2; Grass seeding 21,577m2.
2. Roads: 61-12m, 24m park road, 4-10m and 5-10, totaling 4 roads.
3. Drainage and flood detention pond: 1 flood detention pond.
4. Sewerage: Hard PVC Pipe, nominal diameter 200mm, totaled 303m; Hard PVC Pipe, nominal diameter 300mm, totaled 345m; sewerage manhole, 12 units in total.
5. City Water: Ductile Cast Iron Pipe, totaled 1003m.
6. Common pipeline hand-hole: 150*180* 168CM, 21 in total
7. Landscaping and Plantation: Newly planted trees, 44; newly planted shrubs, 7,920; sodding, carpet grass (tropical carpet grass), 1,168m2 in total.
8. Lighting: LED Road Lights, 100W, Single-fixture design, 11 sets; LED Road Lights, 100W, High-and-Low Type, 6 sets; LED Landscaping Lights, 30W, 19 sets in total.
9. Traffic Engineering: Road Marking, 494.45m2; Traffic Control Signals, 10 sets.

(1) Commencement Date: July 31st 2019
(2) Completion Date: July 27th 2020.
