I. Project origin:
The high-speed railway was built by the government to improve the quality of railway transportation services in western Taiwan, shorten the round-trip travel time between the north and the south, promote local development, shorten the urban-rural gap, and increase economic efficiency. With the fast, safe, punctual, comfortable and high-quality passenger transport services, we will expand the living space for locals, strengthen social and economic activities, and stimulate the development potential of the region to achieve the goal of improving the quality of transportation.
In line with the construction plan for the high-speed railway, the Government has drawn up plans for specific areas at five stations including Taoyuan, Hsinchu, Taichung, Chiayi and Tainan along the high-speed railway. Through the urban planning process, the future development of the specific areas of the stations will be reasonably planned to have well-established public facilities. Suitable land use zones will make the station-specific areas the new and diverse town center suitable for leisure and recreational activities.
In order to implement the above-mentioned planning results, the government will acquire the land at favorable prices, carry out planning and design operations of various public works, and complete the public works of specific areas in line with the construction and operation schedules for five stations (including High Speed Rail Taoyuan Station). This will attract people and industries to step in and promote development of local business and head towards prosperity.
Public Works for Zone Expropriation of Specific Areas around the High Speed Rail Taoyuan Station are expected to achieve the following six goals according to the needs of urban development and the urban design guidelines:
(1) Create an environment for high-quality living and industrial development.
(2) Provide facilities as the foundation for public works on the station land and the business development land.
(3) Integrate the development of specific areas and surrounding environment.
(4) Develop specific areas into the new core.
(5) Maximize the benefits of development in specific areas.
(6) Use the construction of Asia's largest World Trade Exhibition Hall as the key opportunity to attract investors and promote regional prosperity. II. Project scope
The specific area is bounded by Xinjie River in the east and Qiao River in the west, the 60DNL noise boundary line by reference to the noise control standard for Taoyuan military airport in 1990 in the north, and the boundary of the urban plans for specific areas around the existing Zhongli and Neiguan interchanges in the south.
III. Area: 440.95 hectares.
IV. Project host: Land Consolidation Engineering Bureau, Ministry of the Interior.

Public Works for Zone Expropriation of Specific Areas around the High Speed Rail Taoyuan Station include: Land preparation engineering, road engineering, rainwater and underwater waterway engineering, public lighting engineering, transportation facilities engineering, parking lot engineering, sewerage engineering, irrigation engineering, plant transplanting engineering, common duct engineering, water supply engineering, related maintenance pipeline construction, bridge engineering, landscape engineering, and common duct’s electromechanics, fire protection, drainage, ventilation, monitoring equipment engineering, etc.
