I. Project origin:
The high-speed railway was built by the government to improve the quality of railway transportation services in western Taiwan, shorten the round-trip travel time between the north and the south, promote local development, shorten the urban-rural gap, and increase economic efficiency. With the fast, safe, punctual, comfortable and high-quality passenger transport services, we will expand the living space for locals, strengthen social and economic activities, and stimulate the development potential of the region to achieve the goal of improving the quality of transportation.
In line with the construction plan for the high-speed railway, the Government has drawn up plans for specific areas at five stations including Taoyuan, Hsinchu, Taichung, Chiayi and Tainan along the high-speed railway. Through the urban planning process, the future development of the specific areas of the stations will be reasonably planned to have well-established public facilities. Suitable land use zones will make the station-specific areas the new and diverse town center suitable for leisure and recreational activities.
In order to implement the above-mentioned planning results, the government will acquire the land at favorable prices, carry out planning and design operations of various public works, and complete the public works of specific areas in line with the construction and operation schedules for five stations (including High Speed Rail Taoyuan Station). This will attract people and industries to step in and promote development of local business and head towards prosperity.
Public Works for Zone Expropriation of Specific Areas around the High Speed Rail Tainan Station. According to the needs of urban planning and development, we expect to achieve the following five goals:
(1) Create a new environment for high-quality living and industrial development.
(2) Provide facilities as the foundation for public works such as the station land, residential area and industry-specific area.
(3) It will be built as a major transportation hub in the Tainan region, and will inure the biggest benefit of transportation in the Greater Tainan area.
(4) Integrate the station area and the surrounding urban and rural areas for development, so that the development area can be the new core for the development of the Greater Tainan area.
(5) Provide convenient transportation services that reaches the location specified by the Marine Life Museum to promote the development of the local leisure/recreation industry.

II. Project scope:
The specific area is located in Guiren District, Tainan City. The project area is bounded by the line 200 meters away from the south edge of the east-west expressway in Tainan Guanmiao in the north, the existing Taiwan Sugar Company farmland which is about 760 meters away from the east side of the center point of the High-Speed Rail Tainan Station in the east, the vicinity of the 15th cemetery in the Guiren District in the south, and about 100 meters to the west of the Nan 149 County Road in the west.
III. Area: 298.91 hectares.

Public Works for Zone Expropriation of Specific Areas around the High Speed Rail Tainan Station include: land preparation engineering, road engineering, rainwater and underwater waterway engineering, public lighting engineering, transportation facilities engineering, parking lot engineering, sewage sewerage engineering, common pipeline engineering, water supply engineering, and related maintenance pipeline engineering, landscape engineering, common pipeline electromechanical engineering, fire protection, drainage, ventilation, monitoring equipment engineering, etc.
