I. Origin:
To resolve the disorderly and unorganized city appearance in the perimeter of Daqing Station and to speed up the development of the areas around HSR Wuri Station, "The 13th land consolidation project of Taichung City" is being promoted by the Taichung City Government in the hope of realizing the development vision for such consolidation area under aggregated planning. In addition to creating a new horizon for the economic development of local industry, the plan will also be executed by conserving the ecological landscape and native cultural and artistic features. The ultimate goal is to present a happy and culture-oriented city through the planning of sidewalks, greenery trails, landscape bridges and a lush green park system.
The area of the 13th land consolidation project is about 235 hectares. The project includes 4 civil engineering tenders, the west side of Huangzhong Road widening by 20m engineering, the detention basin engineering, the integrated tender affected by the Macipu site and modifications of the urban plan, follow-up improvement of the ecological landscape channel on Xichuan 2nd Road tender, there are nine tenders in total; the first eight tenders have been completed.
II. Scope:
The boundaries of the 13th land consolidation project of Taichung City are the building line of Xichuan 1st Road in the east, Yongchun E. 3rd Road and Liming Road in the west, the centerline of Wenxin N. 7th Road in the north, and the opened section of Chienkuo N. Rd. in the south.
III. Area: Approx. 235 hectares.
IV. Organizer: Land Administration Bureau, Taichung City Government
V. Project management agency of the bridge tender, detention basin construction and follow-up improvement of the ecological landscape channel on Xichuan 2nd Road: Land Consolidation Engineering Bureau, Ministry of the Interior.
VI. Planning, design and supervision unit for engineering tenders and the west side of Huangzhong Road widening by 20m engineering and consolidation tender: Land Consolidation Engineering Bureau, Ministry of the Interior.
Project Content:
(I) Bridge Tender:
1. The 1st Bridge - Yuyin Bridge spans the Mayuantou River, with a width of 71.96 meters and a bridge length of 37.6 meters to symbolize “prosperity of the city after the consolidation”.
2. The 2nd Bridge - Rao Jing Bridge spans the Mayuantou River, with a width of 46.56 meters and a bridge length of 41.9 meters. It reflects "the hardworking of ancestors".
3. The 3rd Bridge - Wudie Bridge spans the Mayuantou River, with a width of 39.96 meters and a bridge length of 41.7 meters. The concept of the shape is derived from the appearance of the yoke and the rake as the agricultural tools. The two sides of the bridge are styled in the yoke to look like the butterfly wing.
4. The 4th Bridge - Hefeng Bridge spans the Mayuantou River, with a width of 43 meters and a bridge length of 42.2 meters. The steel components are connected in series in the shape of the "yoke" and then interconnected with the circular steel pipes. When you drive a car to enter the consolidation area from the old city, the image of "tunnel crossing" can be felt.
5. The 5th Bridge - Renben Bridge spans Nantun River, with a width of 40.24 meters and a bridge length of 17.2 meters. The shape is based on the "herringbone(Y-shaped)" as the main axis of the plan. With the inverse geometric curve that conforms to the change, and the exquisite shape of the steel structure, a layered sense of "high-rise" is presented. The overall pattern attempts to reflect the "people-oriented" and "rich and satisfied" sense in the consolidation area.
6. The 6th Bridge - Xichuan Bridge is an ecological landscape channel that is reconstructed from the return channel below the Xichuan 2nd Road. The width is 36.2 meters and the bridge is 33 meters long. It symbolizes the imagery of the "Swan" and echoes "Returning to the Nature and Ecology" as the image concept of ecological landscape channel.
7. The 7th Bridge - Chonglun Bridge is an ecological landscape channel that is reconstructed from the return channel below the Xichuan 2nd Road. The width is 33.1 meters and the bridge is 32 meters long. It symbolizes the image of the "Flying Gull Spreading Wing" which echoes the "prosperous city" after the consolidation.
8. The 8th Bridge - Fenglin Bridge spans Nantun River, with a width of 36.76 meters and a bridge length of about 18.9 meters. The rear part of railings on both sides of the bridge symbolizes the conceptual shape of "3D Wings" or "Maple Leaf" which conforms to the unique landscape of "Maple Forest" and "Maple Leaf" in Nantun District.
9. The returning ditch of Mayuantou River is rebuilt into the ecological landscape channel, with the functions of diversion, ecology, natural purification and landscape for the design goals and directions. The ecological landscape channel is a water park. With different use zones, it creates its own spatial characteristics and provides a rich leisure experience for the people.
(1) "Aquatic Plant Purification Zone": Aquatic plants are planted at the inlet to improve the water quality of the channel.
(2) "Island Rest Area": Set up an ecological island to provide a habitat for wildlife, and the island trail can provide a static resting space.
(3) "Performance Stage Area": Set the performance stage and stepped seats for performance activities.
(4) "Activity Lawn Area": Provide grassland activities for the entrance area of Jianguo North Road.

(II) First Tender:
1. Fence project: There are diamond mesh fences around land parcels with a total length of about 13,790.57 meters. The fences have been changed to parcel type, with a total length of about 149.50 meters.
2. Land grading work: The elevation of the land grading work is determined according to the elevation up to the top of side ditches around land parcels. In principle, the balanced earthwork will be executed by construction surplus soils exchanged with adjacent public construction sites and applied for the working zone. The area of the land grading work is about 24.09 hectares.
3. Road work: The site contains 19 roads with a total length of 5,384.68 meters.
4. Park road work: The park road is about 10.50m wide, and the total length is about 490.23 meters long.
5. Drainage work: The total length of side ditches is about 7,324.04 meters, and the total length of single-hole box culverts and pipe culverts is about 3,937.84 meters.
6. Sewer system work: The pipe culverts are about 14,972m in total length. This work includes 89 precast manholes.
7. Public illumination work: There are 16 sets of 4m single-arm LED street lights, 70 sets of 7m single-arm LED street lights, 40 sets of 10m single-arm sodium street lights, 11 sets of 10m double-arm sodium street lights, and 62 sets of 10m double-arm with attached pole and sodium lights.
8. Common duct work: There are 66 units of C.C. BOX hand holes sized at 1.8m × 1.2m × 1.66m together with 47 units of 1.8m × 1.7m × 1.66m hand holes. The total length of buried pipelines are 4,271.30 meters, and the total length of water pipelines is about 2,186.68 meters.
9. Green landscaping project for land parcels: The land parcels are greened with dense carpet grass or arachis duranensis. The total area is about 18.06 hectares. The area with 4M asphalt concrete pavement is about 3.41 hectares.
10.Starting/Completion Date of Project:

(2) Completion Date: March 22, 2019
(III) Second Tender:
1. Fence project: There are diamond mesh fences around land parcels with a total length of about 4,817 meters. The fences have been changed to parcel type, with a total length of about 287 meters.
2. Land grading work: The elevation of the land grading work is determined according to the elevation up to the top of side ditches around land parcels. In principle, the balanced earthwork will be executed by construction surplus soils exchanged with adjacent public construction sites and applied for the working zone. The area of the land grading work is about 40 hectares.
3. Road work: The site contains 34 roads with a total length of 8,509 meters.
4. Park road work: The park road is about 17.5m wide, and the total length is about 554 meters long.
5. Drainage work: The total length of side ditches is about 6,189 meters, and the total length of single-hole box culverts is about 1,396 meters.
6. Sewer system work: The pipe culverts are about 30,803m in total length. This work includes 73 precast manholes.
7.Public illumination work: There are 20 sets of 4m single-arm LED street lights, 125 sets of 7m single-arm LED street lights, 86 sets of 10m single-arm sodium street lights, and 30 sets of 10m double-arm sodium street lights.
8. Common duct work: There are 272 units of C.C. BOX hand holes sized at 1.8m × 1.2m × 1.66m together with 51 units of 1.8m × 1.7m × 1.66m hand holes. The total length of buried pipelines is 6,783 meters, and the total length of water pipelines is about 2,220 meters.
9. Green landscaping project for land parcels: The land parcels are greened with dense carpet grass or arachis duranensis. The total area is about 36.86 hectares. The area with 4M asphalt concrete pavement is about 6.41 hectares.
10. Starting/Completion Date of Project:

(IV) Third Tender:
1. Fence project: There are diamond mesh fences around land parcels with a total length of about 7,992 meters. The fences have been changed to parcel type, with a total length of about 678 meters.
2. Land grading work: The elevation of the land grading work is determined according to the elevation up to the top of side ditches around land parcels. In principle, the balanced earthwork will be executed by construction surplus soils exchanged with adjacent public construction sites and applied for the working zone. The area of the land grading work is about 42 hectares.
3. Road work: The site contains 15 roads with a total length of 4,555 meters.
4. Park road work: The park road is about 10m wide, and the total length is about 928 meters long.
5. Drainage work: The total length of side ditches is about 10,190 meters, and the total length of single-hole box culverts is about 1,099 meters.
6. Sewer system work: The pipe culverts are about 17,077m in total length. This work includes 45 precast manholes.
7. Public illumination work: There are 25 sets of 4m single-arm LED street lights, 94 sets of 7m single-arm LED street lights, 24 sets of 10m single-arm sodium street lights, and 19 sets of 10m double-arm sodium street lights.
8. Common duct work: There are 111 units of C.C. BOX hand holes sized at 1.8m × 1.2m × 1.66m together with 35 units of 1.8m × 1.7m × 1.66m hand holes. The total length of buried pipelines is 3,779 meters, and the total length of water pipelines is about 626 meters.
9. Green landscaping project for land parcels: The land parcels are greened with dense carpet grass or arachis duranensis. The total area is about 21.69 hectares. The area with 4M asphalt concrete pavement is about 3.54 hectares.
10. Starting/Completion Date of Project:
(1) Starting Date: November 7, 2013.
(2) Completion Date: January 30, 2018.
(V) Fourth Tender:
1. Fence project: There are diamond mesh fences around land parcels with a total length of about 10,003 meters. The fences have been changed to parcel type, with a total length of about 759 meters.
2. Land grading work: The elevation of the land grading work is determined according to the elevation up to the top of side ditches around land parcels. In principle, the balanced earthwork will be executed by construction surplus soils exchanged with adjacent public construction sites and applied for the working zone. The area of the land grading work is about 42 hectares.
3. Road work: The site contains 19 roads with a total length of 5,445 meters.
4. Park road work: The park road is about 17.2 m wide, and the total length is about 1,673 meters long.
5. Drainage work: The total length of side ditches is about 9,928 meters, and the total length of single-hole box culverts is about 2,109 meters.
6. Sewer system work: The pipe culverts are about 13,471m in total length. This work includes 45 precast manholes.
7. Public illumination work: There are 65 sets of 4m single-arm LED street lights, 101 sets of 7m single-arm LED street lights, 24 sets of 10m single-arm sodium street lights, and 37 sets of 10m double-arm sodium street lights.
8. Common duct work: There are 102 units of C.C. BOX hand holes sized at 1.8m × 1.2m × 1.66m. The total length of buried pipelines are 1,978 meters.
9. Green landscaping project for land parcels: The land parcels are greened with dense carpet grass or arachis duranensis. The total area is about 26.56 hectares. The area with 4M asphalt concrete pavement is about 3.64 hectares.
10. Starting/Completion Date of Project:
(1) Starting Date: March 5, 2014.
(2) Completion Date: November 12, 2019.
(VI) The west side of Huangzhong Road widening by 20m engineering:
1. Fence project: There is full-height fixed construction fence with a total length of about 301 meters, simple-type full-height fixed construction fence with a total length of about 150 meters, and simple-type half-height construction fence with a total length of about 30 meters.
2. Road work: The width of the west side of Huanzhong Road is 20M, with a total length of about 1,325 meters, the 8M compressed concrete paving units put on the sidewalks are about 5,817 square meters, the length of the new sewage pipe is about 10.8 meters, and the green belt is put on the refuge island that separates the fast and slow lanes, and the planting of trees and bushes.
3. Rainwater sewer work: The length of the U-shaped ditch is 26 meters, with 186 water collecting troughs; the length of the 1.2m x 1.2m single-hole rectangular box culvert for rainwater sewers is 911 meters. This work includes 12 manholes.
4. Public illumination work: The sidewalk planting area on the west side of Huanzhong Road is equipped with 32 sets of 10m pole with 250W high-pressure sodium lights and 70W short lights.
5. Green landscaping project for land parcels: The land parcels are greened with dense carpet grass or arachis duranensis. The total area is about 1.47 hectares.
6. Starting/Completion Date of Project:
(1) Starting Date: June 28, 2020.
(2) Completion Date: August 30, 2022.
(VII) Detention basin project:
1. Park and Detention Basin No. 11 and Parcel Landscaping Works (1.84 hectares)
(1) The regular drainage box culvert is 3.5m wide x 2.3m tall x 175.7m long, and the double-hole box culvert is 2.5m wide x 2.5m tall x 5.5m long.
(2) 1 set of lifting gates with 2.0m wide × l.5m tall

2. Park and Detention Basin No. 9 and Parcel Landscaping Works (2.86 hectares)

(2) 1 set of lifting gates with 2.0m wide × l.5m tall, and1 set of square automatic water gate with 2.0m wide × l.5m tall.

(VIII) Integrated Tender：
1. Fence work: There is full-height fixed construction fence with a total length of about 5,745 m; simple-type full-height fixed construction fence with a total length of about 449 m; simple-type half-height construction fence with a total length of about 87 m; diamond mesh fences around land parcels with a total length of about 8,838 m.
2. Road work: The site contains 14 roads with a total length of 2,427 meters.
3. The 20M park road is about 7.8m wide, and the total length is about 190 meters long; the 25M park road is about 5.2m wide, and the total length is about 1,235 meters long; the 45M park road is about 18.2m wide, and the total length is about 966 meters long.
4. Drainage work: The length of the U-shaped ditch is 11,196 meters, with 160 water collecting troughs; the length of the 1.2m×1.2m single-hole rectangular box culvert is about 222 meters; the length of the 1.5m×1.5m single-hole rectangular box culvert is about 683 meters; the length of the 1.8m×1.8m single-hole rectangular box culvert is about 103 meters; the length of the 2.5m×2.5m double-hole rectangular box culvert is about 532 meters; the length of the 3m×3m triple-hole rectangular box culvert is about 10 meters. This work includes 20 manholes.
5. Sewer system work: The pipe culverts are about 12,275 m in total length. This work includes 75 precast manholes.
6. Public illumination work: There are 186 7m single-arm LED street lights; 66 sets of 10m single-arm high pressure sodium lights; 17 sets of basic single holder and single-arm LED street lights in park road; 64 sets of 4m single-arm LED street lights in bike path.
7. Common duct work: There are 18 units of C.C. BOX hand holes sized at 1.8m × 1.2m × 1.66m together with 23 units of 1.8m × 1.7m × 1.66m hand holes. The total length of buried pipelines are 1,045 meters, and the total length of water pipelines is about 545 meters.
8. Green landscaping project for land parcels: The land parcels are greened with dense carpet grass or arachis duranensis. The total area is about 9.6 hectares. The area with 4M asphalt concrete pavement is about 2.09 hectares.
9. Bridge works: 25M of road bridge, 1 new box culvert bridge, the length of restored bank is approximately 7.5m. 45M of park road bridge, 2 new box culvert bridges, the length of restored bank is approximately 31.4m.
